Info: ENB is a graphic render and memory manager made by Boris Vorontsov. ENB ads a lot of new effects to the game, and makes it more stable at the same time. It does however come with the cost of performance. Expect a 10-30% drop, depending on your system and drivers. I strongly recommend installing ENB anyway, even on low-end systems. If you don't think the graphical improvements are worth the FPS drop, then you can disable the effects, and still get the better stability without the performance drop.

Installing ENB & the Settings Files

Or, you can uninstall Fallout 3 - Game of the Year Edition from your computer by using the Add/Remove Program feature in the Window's Control Panel. 1 - Download the ENB files

Unpack the file and copy the content of the 'WrapperVersion' into the Fallout 3 game-folder. If asked, overwrite any existing files.

3 - Disable the Steam Overlay

Obviously this only applies for the Steam version of the game. If the Steam Overlay is enabled, the game will start up with excessive contrast. Normal contrast may apply after entering another cell, but it's not guaranteed. Turning the Steam Overlay off is the best solution.

Setting up ENB

The only thing you need to setup, is indicating how much video memory ENB can use. The settings are pre-made for systems with Nvidia GeForce 10 series Graphics cards. If you have a GTX 1060, 1070 or 1080, you don't need to change anything. Skip to the next step instead.
If you have an older nVidia graphics card, these setting most likely work as well, but if they don't, the ENB might not be able to auto-detect you memory. In that case, you will be notified at game launch, and you will have to open the Fallout 3 game folder, and then open the 'enblocal.ini' file with a notepad.
Find the following lines:
VideoMemorySizeMb=0
Change the zero value to equal the amount of video memory your system has, minus 384MB.
For instance, if you have 4BG video memory, the line should look like this (4095 - 384 = 3712):
VideoMemorySizeMb=3712

If you don't have a nVidia Graphics card, you can use this ENBoost Tool to determine your 'enblocal.ini' settings.
Note for Windows 10 users:
The Creators update for Windows 10 introduced a wide variety of problems, especially for games with custom renders like ENB or ReShade. If the game refuses to launch with ENB enabled, then follow the steps in number 4 here: (LINK)

ENB In-Game Settings

ENB will load automatically when Fallout 3 starts. You can access the settings in-game with the following shortcut keys:

Open the ENB settings console: Shift+Enter

Enable/Disable ENB Effect: F12
Show FPS: Insert-key
Take Screenshot: PrtScr-Key
Free VRAM: F4

If you want to play with the ENB setting yourself, you can do so by editing the 'enbseries.ini' file with a notepad, or you can edit them in-game, by pressing shift+enter. A word of advise before starting. ENB contains a LOT of environmental settings, which all differ with time of day, location, time of year and different types of weather. When changing settings in one location, it might have unforeseen effects somewhere else, so it's a good idea to test ONE changes at a time, and in different environment. Messing everything up is VERY easy, trust me on this one. It is very time consuming to test this amount of settings in all different environments and times, but it's absolutely necessary if you want a great looking ENB. If you don't have time for testing, I strongly advise not to play around with the environmental settings. However, if you do have the time, by all means, I would LOVE to receive ideas for improvements and better settings, and incorporate them into this project. (Please write me on the Nexus Blog)

This would be a good time to post this with so many people going back: I put together this load order for a Tale of Two Wastelands playthrough a few months ago for a more survivalist style of game, so if you're interested in something like that, you can follow this list and be fine. Mods with TTW in the title are always from the TTW site.
If you're just interested in New Vegas mods (as most of these mods are originally for New Vegas), using the non-TTW versions would probably work fine together as well.Fallout 3 fose steam overlay pc

- Learn by doing like the Elder Scrolls leveling system. Raise science by hacking, repair by repairing, etc. You can't just dump points into a skill anymore either, which removes my habit of always leveling lockpick and science to their next threshold and then stopping.
RWD-TTW[Merged].esp
- Newest mod to my list, Realistic Weapon Damage. This means headshots are instant death and limbs are crippled fast. Should apply to all creatures too, even those added by Mart's Mutant Mod. A lot of testing went into this in particular, and I found it worked.
NevadaSkies - TTW Edition.esp
- Weather for all the wastes.

That's a total of 44 plugins. Much less than what some people get up to. I'm also using an ENB that works well enough, but it may be 2gritty4me. And as always, use FNV4GB.
